Titov has prepared its proposals to the President

Authorized the Presidential Council for the Protection of the rights of entrepreneurs Boris Titov proposes to reduce excise rates for producers of strong alcohol at least 30%, as well as the release of small producers of beer, cider and mead from the installation EGAIS system.

This is stated in the draft report of the business ombudsman President Vladimir Putin.

According to the document, the current rates of excise duties on alcoholic beverages and state fees related to the licensing of the production and turnover of ethyl alcohol and alcohol products, "discourage Russian producers and, on the contrary, stimulate imports is not always high-quality products." It also states that an unreasonably high excise create favorable conditions for the development of the shadow sector.

In this regard, Titov proposes "to reduce the excise rate for manufacturers of alcoholic beverages with a fortress above 28 ° by at least 30% (similar to the proposal of the Ministry of Economic Development of Russia)." In addition, he proposes to freeze the excise rates for wine producers for five years, as well as to differentiate and reduce state duties related to the licensing of activities for the production and circulation of ethyl alcohol, alcohol and alcohol-containing products.

Boris Titov also offers free small producers of beer, cider and mead (up to 300 thousand dal. Per year) from the installation EGAIS system.

According to the document, the introduction EGAIS system significantly increased the costs of all the participants of the alcohol market. This applies to the production, trading companies and catering. Particularly strong is the impact on small and medium-sized businesses.

In this regard, the business ombudsman offers "free enterprise, producing beer and beer drinks, cider and mead in the amount of up to 300 thousand. Decaliters year from EGAIS system installation." In addition, it proposes to introduce for small and medium-sized enterprises who are obliged to implement EGAIS, a tax credit for the full amount of costs associated with the transition to the system, including equipment, training, additional staff, expenses for communication services.

Earlier, MP Victor Zvagel'skii State Duma introduced a bill that proposes to exempt small producers of beer, cider and mead (up to 300 thousand dal. Per year) from the installation EGAIS.

Unified State Automated Information System (EGAIS) is designed for the control of production and turnover of ethyl alcohol, alcohol and alcohol-containing products. On January 1 2016 years to EGAIS need to be connected all the wholesale sellers of alcohol, and on July 1 - retail shops and restaurants.
